This level seems too rapid-fire and short-lived, like there isn't enough room for a theme to develop. I know it's called "Rexes and Koopas," but I think a level's theme usually has to go beyond a couple of enemy types it uses. At the same time, it doesn't do anything particularly offensive in terms of platforming required, but I still wish the level took more time to explore different ideas.
