This is Special Criminal Investigation (sometimes known as S.C.I.) on Sega Master System. This was a port of Taito's follow up to arcade hit Chase HQ (also ported to Master System - check my video) that was hugely popular at the time & was ported to many consoles & home computers. I play a few rounds & stages here. This game features the same high speed chase action but adds a gun & other weapons to help stop the criminal vehicles.
The port to Master System is very good with smooth scrolling, tight controls & reasonably faithful gameplay. While it was never going to capture the full graphical prowess of the arcade version it captures the spirit really well. I also have the compilation disk on Saturn which is a lot closer to the arcade.
This is my original PAL copy played through a Powerbase convertor on my Sega CDX through a RetroTink5X for ease of capture. Taito made some great games at this time & I have a fair few other Taito arcade ports I'll be showing soon.
