The third returning DLC character in Super Smash Bros. 4, and it is Roy from the Fire Emblem series, and even if he was released alongside Ryu and Lucas, the difference was that Lucas was revealed before then, and both Roy and Ryu were datamined two months before release, and some footage leaked a few days before they were revealed. Roy's moves did have some changes, and while he was a clone of Marth in Melee, Roy had different moves, a lot of them had a fire effect, and he did receive some improvements between this game and Melee.
Going over Classic Mode, in Rounds 1 to 3, you fight characters in their default costumes, in Rounds 4 and 5, you fight characters in their alternate costumes, in Round 6, you fight against the Fighting Mii Team, and in the final round, you fight Master Hand, and on Intensity 3.0 or higher, you fight Crazy Hand, and on an even higher Intensity, you fight against Master Core.
Roy does not have any custom moves as he is a DLC character, but at least I can go over what makes him different to Marth in this game, because Lucina didn't have much differences, well other than her sword not having a sweetspot like Marth's did. The sweetspot of Roy's blade is around the hilt of the blade, making Roy better at fighting opponents at a close range. I could go over the difference between Roy and Marth's special moves, Roy's Flare Blade keeps its animation from Melee, while Marth's Shield Breaker is changed to a thrust. Flare Blade has very high knockback when fully charged, it deals 50% damage and can take out opponents even at a lower percentage, the downside is Roy takes 10% recoil damage when using a fully charged Flare Blade, it does almost work like Ike's Eruption where it is also a move that is powerful and damages the user when fully charged. Roy's side special, Double-Edge Dance, uses the same animation as Marth's Dancing Blade in Brawl, making it the one move Roy has that is nothing different to Marth's, the same does go for Lucina as she is a clone of Marth in this game. Roy's up special is Blazer, which was updated from Melee to this game, but it has less distance, making it better for horizontal recovery, and his down special of Counter used to be the most overpowered counterattack in Melee, he was one of three characters to have a counterattack, the other two being Peach and Marth, and in this game, this move competes with Shulk's Vision with the Buster Art active for the most damage of any counterattack in the game.
Roy's Final Smash is different to Marth's Critical Hit, and the same goes with Lucina as well, while the other two charge at their opponents, Roy swings his blade, which sets on fire, and then swings it down, and it is not a one-hit KO unlike Marth's Critical Hit.
Another bit of trivia about Roy is that he is one of two DLC characters to be released on the same day they were announced, the other being Ryu, and while Lucas was included as well, he was revealed two months before Roy or Ryu were. Roy is the only character to share the same name with another character, that character being Roy Koopa, which is an alternate character to Bowser Jr., the announcer has two different voice clips between the two characters named Roy. He is the only returning character to not have a Non-Fighter Trophy in the base game. While Roy is still Japanese in this game, his voice clips in that game were re-used in the Japanese version of Super Smash Bros. Ultimate, despite getting an English voice outside of Japan.
