2As Gabe's testimony ends, Hadden notes that despite plausability of his story, it doesn't hold up since everyone who could confirm it is either dead or missing before finally moving onto the true objective of the hearings and dismissing Gabe's entire testimony as lie, claiming that Gabe himself is corrupt, rogue operative of the United States government who killed everyone who knew about his corruption, including Teressa Lipan. However, to Hadden's shock, Teressa enters the courtroom in order to defend Gabe with two of them revealing that contrary to the official records stating that she was killed in New York City several weeks prior, Teressa was merely injured during the confrontation with Chance and has decided to fake her death in order to investigate the Consortium's activities more discreetly than her collegues. Despite his shock at Teressa's survival, Hadden decides to have her testify about her own past assignments due to her status as an ex-Agency operative. To that end, he sends Gabe out of the courtroom before asking Teressa about her own background with Teressa proceeding to recount an assignment in Montana during which she first met Gabe.
In 1994, Teressa, then young agent of Bureau of Alcohol, Tobacco and Firearms and Explosives, was a part of the ATF squad sent to Paradise Ridge, Montana in order to help other federal agents retrieve the data from the satellite that crashed in the area. However, situation became extremely violent due to the satellite data being collected by the members of a local anti-establishment survivalist collective led by a man named Earl Oakton. As she arrives to the mountains surrounding the survivalists' compound, Teressa assists the pair of supposed FBI agents by killing the pair of survivalist snipers, only to later discover more of such agents rounding up the survivalists and upon making it onto the clearing near the compound enterance, sees two supposed FBI agents interrogating Earl Oakton for the location of the satellite data before executing him when he refuses to tell them. As she observes the scene, Teressa is discovered by the third agent who drags her out onto the clearing. However, upon being ordered to kill her since she witnessed them killing Oakton, agent turns against his collegues and quickly kills them, revealing that he isn't the agent but rather affiliate of another organization. The man, who was actually Gabe and had already worked for The Agency at the time, tells Teressa that the agents seeking the satellite data are actually agents of National Security Agency led by a man named Silvers and urges her to leave. However, intent on rescuing the rest of Oakton's family, namely his son and heavily pregnant wife before they are hunted down by NSA, Teressa proceeds towards the survivalists' compound while also making a deal with Gabe that he'll arrange a transport for them once she rescues the rest of Oaktons. Upon separating from Gabe, Teressa fights her way into the outer perimeter of the compound which is currently under siege by NSA agents and, upon tagging Silvers with a surveillance bug upon Gabe's request, assisting several survivalists and collecting the satellite data stashed by Oakton, makes her way into the compound's underground bunker where Oakton's son and wife took shelter, intent on tracking them down before NSA. Soon after descending into the tunnels near the bunker, Teressa encounters Oakton's son named Dusty who, despite initially distrusting her due to her affiliation with ATF, guides her to the bunker where his mother, Debbie, is undergoing labor. After the two fight their way to the bunker, Teressa sets out to escort both Dusty and Debbie to safety as NSA agents start breaching it, to that end giving Debbie a shot of terbutaline to stave off the labor before all three manage to evacuate via the bunker's rear hatch and escape the area via helicopter called in by Gabe.
Finishing the testimony of her involvement in Paradise Ridge incident, Teressa explains that after faking her death, she used her incognito status to investigate Consortium more discreetly, primarily by following Mara Aramov, whom she managed to connect to Hadden himself, outing him as the member of the Consortium. Before he is able to deny the accussations, Gabe walks into the courtroom flanked by several federal agents tasked with arresting Hadden. However, before they are able to, Mara Aramov enters the courtroom as well and fires at everyone present from the sub-machine gun, fatally shooting Hadden while Gabe and Teressa survive and chase after her as she retreats from the courtroom...
