0As the hearings between Gabe's team and Hadden begin, Hadden invites Gabe for the individual testimony and asks him to recount the start of his Syphon Filter investigation. To that end, Gabe tells Hadden about his and Lian's joint assignment undertaken in August 1999, when they both still worked for The Agency, during which they were tasked with eliminating Erich Rohmmer, international terrorist who was in possession of then almost completely unknown Syphon Filter and ran a mysterious plantation deep in Costa Rican jungle with the reason behind Gabe's and Lian's insertion into region being the fact that The Agency operative named Ellis, who was planted among Rohmmer's ranks to act as The Agency's mole, stopped reporting to his superiors. Upon landing in the jungle near the plantation, Gabe and Lian find Ellis dead as Rohmmer has discovered his real identity and, aware that The Agency knows about the plantation, has decided to abandon it and burn down all of the mysterious plants grown within. With Ellis dead, The Agency's deputy director and Gabe's and Lian's mission control named Benton orders two agents to finish Ellis' mission, sending Lian to rescue the researchers forcefully employed by Rohmmer's organization from the plantation's research complex while tasking Gabe with finding an network uplink in order to send the plantation's co-ordinates to The Agency so that they could launch an airstrike on it and collecting any surviving samples of the plants grown by Rohmmer for analysis. While doing so, Gabe is contacted by Lian who notifies him that Rohmmer himself has boarded an transport plane on the plantation's airstrip and plans to escape the area. Despite having completed all of his objectives and being ordered to pull out of the area by Benton, Gabe disobeys and decides to pursue Rohmmer with intention of stopping him once and for all and avenging Ellis' death. To that end, Gabe makes his way onboard Rohmmer's plane just before it takes off and quickly discovers that Rohmmer has somehow gotten access to the prototype ABS armor fielded only by The Agency operatives and which was used by Chance during his confrontation with Gabe in New York City several weeks before D.C. hearings, unaware that such high-end equipment was actually given to Rohmer by The Agency, who were in cahoots with his organization at the time. Proceeding through the plane, Gabe eventually confronts Rohmmer in an shootout within the plane's cargo bay. Due to Rohmmer wearing ABS armor, making him completely impervious to all types of standard ammunition, Gabe is forced to use high-powered combat shotgun in order to shoot Rohmmer out of the plane's cargo door, seemingly to his death, only to see that the terrorist has survived using a parachute and got away...
