In order to trace the communication signal used by Georgian terrorists working for Kombayn Nikoladze, Sam infiltrates the Nadezhda Nuclear Power Plant located in northern Russia. During his investigation of the complex, Sam discovers that the Russian soldiers patrolling the plant are actually the mercenaries working for Vyacheslav Grinko and that they are working on transporting Americium 239, a nuclear material that can be weaponized. Upon uplinking his support team into the plant's systems, Sam discovers that Georgians have managed to hide Nikoladze's signal into the jamming produced by the power plant and upon analyzing it, discover that Nikoladze has sought refuge in the Chinese embassy in Myanmar, implicating People's Republic Of China as an accomplice in Nikoladze's continued attacks against the United States, consequently leading to the increase in hostility between two countries.

As Sam exfiltrates the power plant, he is spotted by one of the surviving guards. However, he is covered by Vernon who is mortally wounded while covering Sam. As Vernon passes away on the helicopter carrying him and Sam away from the power plant, Sam is given his new assignment; Infiltrate the Chinese embassy in Myanmar and discover the true connection between Nikoladze and Chinese government...
