There are several paths you can take to reach the north-west garrison, but I think the middle one is the fastest, even if you have to fight one extra officer on the way. I wait out dialogue in the Pause-menu to get the garrison doors to open with as little delay as possible.

Benkei can rarely get high speed on the stretch of road after the central garrison. Getting it would be a potential time save.

Only a small infinite jump is needed to get into the north-west garrison and defeat Sun Wukong. Sometimes Benkei can get super high speed when jumping into the garrison, which again might save a small amount of time.
