Panzer Dragoon Mini is unlike other games in the series, playing more akin to Space Harrier as a third-person shooter. Due to the technical limitations of the Game Gear, other features had to be scaled down to make a Panzer Dragoon game function on the hardware. The game was not in 3-D, so the camera rotates and scales accordingly the simulate multi-dimensional immersion, rather then with manual control. The three dragons themselves act as the chosen protagonist itself without an actual rider, and the game lacks a clear story, opting for a more 'clear-the-stage' style experience.
Panzer Dragoon Mini would be released late into the SEGA Game Gear lifespan under the SEGA 'Kid's Gear' brand. These games were marketed to a younger audience, with colourful graphics and simplistic gameplay, hence the differences compared to the main Panzer Dragoon series. Many of these games would never be released outside of Japan, and the SEGA Game Gear would be discontinued worldwide in 1997.
