This game was made by Delphine Software International, a French videogame developer known for games such as Flashback and Fade To Black. Moto Racer released simultaneously on PlayStation and PC. On PC it was one of the first games utilizing Direct3D and became well known for its arcade-like smooth framerate and gameplay.

The PS1 version as you can see it running in the beginning is more or less like the PC version except running at a lower resolution and with a wildly variable unlocked framerate; it hovers between 40fps and 20fps depending on the scenes, making for a wildly variable, unstable framerate.

By increasing CPU overclocking to 150% and enabling GTE Overclock, the PS1 version finally starts playing at a locked 60fps framerate, identical to the PC version.
