Having survived the violent trek to the Hall Of Heroes, Booker and Elizabeth enter the museum itself and almost immediately find themselves forced to fight through Slate's soldiers while Slate himself, who recognized Booker as his former lietenant, communicates with them via the building's PA system, forcing Booker to kill his loyal soldiers in combat and provide them with honorable "soldiers' death" in the process in exchange for a dose of Shock Jockey needed to power up the gondola to The First Lady airship. To that end, both Booker and Elizabeth find themselves traversing the entire museum, learning that it essentially serves to showcase extremely altered version of Columbian history, especially concerning Comstock's supposed military achievements during Wounded Knee massacre in 1890 and Boxer Rebellion in 1901 for which Slate claims to have been completely made up to sate Comstock's own ego as he himself hasn't taken part in either Wounded Knee massacre or Columbian unsanctioned intervention in Boxer Rebellion that saw the entire city of Peking destroyed by Columbia's powerful armaments and caused the city to secede from the United States whereas Slate himself has, having even lost an eye during Boxer Rebellion. In addition to witnessing Comstock's falsification of his military service, Booker and Elizabeth also pass through a large section of the museum dedicated to Lady Comstock, Comstock's wife who was apparently murdered by Daisy Fitzroy in 1895, leading to a years-long vendetta between her and Comstock, especially as Fitzroy soon founded Vox Populi. While walking through the exibit, Booker and Elizabeth also find the replica of Monument Island tower, leading them to the conclusion that the heir of Columbia apparently sired by Comstock and his wife before the latter's murder was Elizabeth, much to her own shock and disbelief. Continuing on, Booker and Elizabeth find themselves in the museum's inner courtyard where they are forced to confront Slate in combat as he has armed himself with Shock Jockey vigor. Following a fierce shootout between Booker, Slate's men and Columbian troops sent in to capture him, throughout which Elizabeth assists Booker by using her tear-opening ability to create cover and other helpful things for him, they pursue severely weakened Slate back into the museum where he, cornered and unable to continue fighting, gives Booker his handgun and orders him to kill him. Faced with the choice of either killing his former comrade or leaving him to be found and captured by the approaching Columbian forces, Booker opts for the former, quickly executing Slate by shooting him through the head and taking the bottle of Shock Jockey he held prior to being killed. With Slate dead and Shock Jockey secured, Booker and Elizabeth fight their way back to Soldier's Field boardwalk in order to use the vigor's electrical properties to restart the gondola system. However, as they do, Comstock personally contacts Elizabeth, imploring her to give up on her escape by claiming that Booker will abandon her as soon as he won't need her anymore. As Elizabeth refuses, Comstock sends a large group of his soldiers to the boardwalk, forcing Booker to fight them off before finally boarding the gondola towards The First Lady with Elizabeth. As they get onboard and eliminate a small resistance posed by a group of Columbian soldiers, Booker quickly sets up the co-ordinates for New York, a location where he is to deliver Elizabeth to his mysterious employers. However, Elizabeth quickly recognizes the co-ordinates, forcing Booker to confess that he lied that he'd take her to Paris once they escape Columbia and that he actually rescued her in order to pay off his own debts. Hurt by this revelation, Elizabeth breaks down in tears with Booker trying to comfort her, only to end up struck over the head with a wrench and knocked out.

Following morning, Booker regains consciousness only to discover that The First Lady has been taken over by the members of Vox Populi and that Elizabeth has disappeared. Upon waking up, Booker is brought before Daisy Fitzroy who, aware of Booker's reputation as a "false shepherd" and one of the most wanted men in Columbia, tries to strong-arm him into assisting her organization. As Booker tells her that he isn't interested in her war against Comstock and simply wants the airship he hijacked back in order to leave the city, Fitzroy offers him a deal; He'd go to an area of Columbia called Finkton and seek out a gunsmith capable of providing Vox Populi with enough weapons to start an effective revolution in the city in exchange for an airship and safe passage out of Columbia. Before Booker is even given a chance to respond to the offer, Fitzroy's men throw him out of the airship and onto the docks leading into Finkton, effectively stranding him in the district...
