The combat of Fallout 2 is frankly not good, but you also have the power to minimize combat encounters and emphasize progression through dialogue and non-violent methods. I'd recommend building a charisma/persuasion based character because dialogue-focused playthrough not only plays to the game's strengths, it also demonstrates that Fallout 2 walked so that Disco Elysium could run.
