Because every quest has you working for one of these factions, and ever quest teaches you a little about the philosophy and the virtues and vices of each faction considered as a political power.

And what you learn after you do quest after quest is that none of these factions are perfect, most of them are corrupt, and all of them are dangerous.

So over the whole course of your playthrough all of these quests are adding to the complexity of the final choice that you have to make, to decide who’s going to rule the land. And it eventually dawns on you that you don’t have the power to save this world, even if you do have the right to decide who rules it."
