The Palmer battle is now a 2-part fight where you must get past a pair of Presidential Guards, and these guys can be pretty dangerous overall. ET-MP Grenade does nearly 300 damage, and there's two of them, so their damage can quickly add up. We definetly want to keep Barrier up and active as well as hope for Magic Counter + Restore to go off as much as possible to stay alive. We use Beta as our main source of offense as they are weak to poison. However, two things need to happen before we end this fight:

1) We need to end this battle at or near full HP. The guards will use HE Grenade when they die, which does nearly 300 damage, and since we're using Beta, this will trigger both their deaths at the same time. Because of this, we have to start the Palmer fight at low HP which is dangerous. And that leads to the second thing.

2) We need Aerith's Limit Break up and ready before the Palmer fight begins. Reason being is that since we will start the battle in critical most likely, if Palmer gets a turn before Aerith does, we die. So we want to immediately Seal Evil the guy before he gets his first turn in order not to wipe.

Speaking of Palmer, this guy is very dangerous. One, he knows Blowfish, which deals a flat 1000 damage. At our level, that's instant game over, and we don't want to see that at all. He also has some other dangerous spells like Aqualung in his arsenal. We want to stop him with Seal Evil right away in case he does Blowfish (or anything for that matter; remember, we have to start the fight at low HP) in order to prevent wiping. From here, this fight goes similar to how the Gi Giant fight went; sleep and poison him before the stop wears off, and then just blast him repeatedly with Beta until he dies.
