There's been some criticism of the primary weapon balance, but IMO there's maybe only 3 that I struggle to find a niche for - one of those is the Liberator Penetrator, which I'm taking for a spin vs the Bots in this run.
The main issue I have is that its strengths don't really play out well vs either race's enemies - the medium AP is nice vs Bugs, but its damage falls much behind the Adjudicator whose recoil is manageable against the larger bug heads. On the Bot front, its lower recoil technically makes it a better fit than the Adjudicator for precise headshots on Devastators...but its damage is so low that it's easier to just take the Tenderizer which can headshot Devastators much easier even with light AP.
My proposal? Go back to its original design as a burst fire weapon, increase the rate of fire within each burst and tweak the recoil pattern so that when crouching (and possibly requiring a recoil reduction armour too), all 3 shots in the burst land on a head. That way, if you assume the shooting position, you can still one-burst Devastator heads better than the Adjudicator but worse than the Diligence CS, and when swarmed you can take advantage of the higher rate of fire to take on Berserkers better than the Diligence CS but worse than the Adjudicator. Single-shot mode would still be there for Trooper headshots. Likewise with bugs, burst mode would be perfect for Brood Commanders, Hiveguards and Bile Spewers, but overkill vs Hunters and Scavs, which you'd switch to single-shot for.
And if we're still taking suggestions? Give the Railgun a nice zoomable scope please...

Same kinda Railgun + Commando setup I've been using recently, Commando for Gunships, Fabs and Turrets, Railgun for Hulks, Scout Striders and Rocket Devastators, and Lib Pen for Troopers and Heavy Devastators...in theory, though in practice I ended up using the Impact nades and Railgun for the one-shot even with the awkward scope. The Verdict is very nice vs bots as well, one-shotting Troopers with ease in CQB and taking out Berserkers with quick magdumps.
My armour pick was for fashion only - a Recoil Reduction armour would be the most useful for the Lib Pen I feel.
Railcannon Strike is there to theme with the Railgun, though Orbital Precision Strike would probably be more efficient with its fast cooldowns - the lock-on does come in handy for Hulk kills though, especially since I'm going without Stuns on this one. 500kg has us covered for Factory Striders, Fabricators, Detector Towers and Research Stations.
