This video will show you how to fix 'Facebook is not responding. Would you like to close it? Wait Report OK' on Android. When asked this question, should you tap the WAIT button, the loading screen will reinitialize and the error message will come up again; furthermore repeating this action will cause an endless cycle loop. The way to fix this issue is instead of tapping WAIT, simply touch no buttons and instead wait patiently with the question prompt still on-screen. Eventually, after waiting long enough, a Facebook login screen will appear in the background. When the login screen appears in the background, only then should you tap the WAIT button to dismiss the 'not responding' question to be able to access the Facebook login screen in the background.
