Click the Start button (the Windows icon in the taskbar).
Select Settings (the gear-shaped icon).
In the left sidebar, navigate to Privacy & Security.

Scroll down on the right side to find App permissions and click on Camera.
Toggle the switch to enable camera access.

Type manage cameras in the search bar on the Start menu.
