While it’s true that BioSyn are the ones who are the ones planning nefarious things with the dinosaurs here, this situation wouldn’t have been possible without InGen. They cut corners at every opportunity to save on costs and circumnavigate red tape, a habit which carried over into their efforts to remove all evidence of their dinosaur breeding activities after the incident in the first film. Their sloppiness now allowed dinosaurs to thrive of Isla Sorna, but allowed their abandoned lab on the island to be reactivated without any real difficulty. The data stored in it also had next to no security preventing its removal, forcing James to go there and retrieve data vital to dinosaur creation before the smugglers can.

Even if InGen had been exceptionally thorough in dismantling their activities however, I have no doubt that some dinosaurs would have managed to escape and survive. They proved themselves to be remarkably resourceful creatures in the films, wonderfully adapted to the islands they called home. Short of eradicating all life on the island, it would be impossible to remove them from the impenetrable jungles and cave systems that not even InGen likely knew about. Whether there’d have been enough to gain the attention of the research team and BioSyn is another matter entirely.
