In order to unlock the In Writers' Block achievement, you must find, and kill, the Typewrither. You must use the elevator to get to the Typewrither, which can be found in the parking garage area of the Basement floor. In order to get to it, you will need the Basement Key from the Landlord's apartment on the ground floor.

Once you have the key, head to the stairwell and go all the way to the bottom. Use the key on the door and then go inside. Head south through the first door in the Basement area. Now, there will be two paths you can take. The first is south through the next door to the sewer area, which you will HAVE to do to unlock the short cut to the west of this room. If you have not done the sewer yet, head south and do so now. If you have gone through the sewer, and unlocked the shortcut to the west, go through that door now to save yourself time.

Either way, once you have entered the room with all of the friendly NPCs, head through the door to the north. Go through the next door to the north. In this room, head west, and go through the door past the junk (where the stack of tires fights you). Now, follow the path south, then west, and then north.

Keep going north until you see the Police Car. Either kill it (for an achievement), or run past it. You will then see a SWAT Truck. Either kill it (for another achievement), or also run past it. Just past the SWAT Truck, the path will branch east and west. Go west through the door.

In this room, head southwest through the door with the blood trail leading to it. You will now see the elevator in the southwest corner of this room. Head into it, and interact with the monster to initiate combat with it. Kill the monster, and the elevator will be available for use.

Now, interact with the elevator panel, and take the elevator to second floor. After getting off of the elevator, use the red door to the east to enter the room where the Typewrither is. Walk into it to initiate combat, kill it, and the achievement will unlock!
