Could probably get sub-4, I'm not going to go for it. Teo's kill time is too reliant on how often it just sits there and breathes fire while you slam it in the face with backhops.

So quick water SnS comparison, since I was considering Free Element a bit more seriously. Your two options are Rogue Wave III and Jagras Garrote III.

Rogue Wave - 180 raw, 240 water, size 2 slot
Jagras Garrote - 190 raw, 360 water, size 3 and size 2 slots

Both are rare 6 so augments are identical. I'll assume Affinity/Attack/Attack for simplicity.

This also assumes Free Element Lv. 3 for Jagras Garotte. The important thing to note is that Rogue Wave gets white sharpness with at least 3 levels of Handicraft, Jagras is stuck at blue. The best way to get Free Ele is with Kirin Legs B, which give 2 points and 2 size 1 slots. You can thus sub those out for Death Stench Legs B which give 2 Handicraft and the same slots. Additionally you'd need to sacrifice the size 3 slot on the Garrote to get Lv. 3 Free Element with a decoration, so the slots are essentially identical and we can give Rogue Wave a free 2 levels of Handicraft.

So lets just compare the raw/element and multiply them by sharpness. We're using 4U values here.

Rogue Wave - 250.8 raw, 28.125 water
Jagras Garrote - 240 raw, 38.25 water

It's kind of hard to tell exactly which is better now, but I lean towards Rogue Wave anyways. Once Rogue Wave drops into blue Jagras is better, but I use Protective Polish here to delay that. Despite having more blue at base, the Jagras Garotte still has pretty short sharpness so you'll have to invest into sharpness skills anyways.

It might actually be better to just use the Barroth Club here anyways.
