I decided to leave Feraligatr in Torrent range during the whole rival battle. All his Pokémon can be OHKO'd that way, except Meganium. I needed a flinch or freeze here, but I got a more useful critical hit. Sneasel is faster, but thanks to Quick Claw, Feraligatr hit first.
The puzzle at the Underground is easy if you know the solution. Some Pokémon of the Grunts can't be OHKO'd, so I still left Feraligatr in Torrent range. I eventually got the Card Key and bought some items in the Department Store. X-Attacks, X-Speeds, Super Repels and another Pokédoll. I healed up in a Pokémon Center and reentered the Radio Tower. I fought two more easy Grunts before saving.

Saved at 2:02 with a L41 Feraligatr.
