A very crude input delay test of Street Fighter III: 2nd Impact on the Dreamcast, in "Street Fighter III: Double Impact," counted frame by frame from 60 fps cell phone footage of the button being pressed to when the on-screen character reacts to the button press, w/ Ryu's light punch.

You can play the video frame by frame by pausing it, then using the "." key to advance, or the "," key to rewind.

My count from when the button is fully depressed to when Ryu starts to move out of his idle animation is roughly 6 frames.

This compares to ~ 5 frames for the DC version of Street Fighter III: 3rd Strike ( https://www.youtube.com/watch?v=f-uUVnCKd6c ).
