This is the remnant of Wood Zone left in the commercial release of Sonic 2. It uses a Wood Zone palette swap of Green Hill Act 1 as the Metropolis Zone music. In the Simon Wai prototype a beta version of that track is played. If it's not a placeholder than it may be the original Wood Zone theme. Here it uses the final version of the Metropolis theme. But that's probably because the beta version was overwritten with the final track.

The cloud are weirdly animated and flash different shades of brown. The flowers also flash. The background has no parallax scrolling and is oriented higher than it would normally be for Emerald Hill.

I tried some other unused location values and many of them use Emerald Hill as a placeholder. Only in those cases there's no collision and Sonic falls to his death without the debug code. It's very interesting. Another value I tried, FFFE10:0501 leads to a Metropolis Zone 3 devoid of free standing rings. The boss is also glitchy, being made up of corrupted graphics. He also floats lower when he spins his egg shields around.
