Description:

At some point, the party somehow intercepts a radio conversation from the Turks, who are fighting various insurgents. Strangely, these insurgents aren't in any kind of Avalanche uniform. How did they catch wind of Shinra's plans?

Yes, you have to waste ATB charges trying to steal the Bladed Staff from it. Fortunately, Synergy makes it so that even failed Steal attempts will at least allow Aerith to cast Blizzard to fill up that stagger gauge. I gave Tifa both Steal and Subversion, and that means she and Aerith need to have full ATB by Phase 2. Cloud can probably get away with at least 1.
In Phase 2, it will cast reflect on itself, so you need to use the Breach spell from Subversion to remove it. After that, you should have Aerith try to set up Astral Ward while trying to dodge the overhead spears. She can Cloud should then spend the rest of their ATB charges on their best wind spells. Note that Eligor can recast reflect, so after that initial volley of spells, it'll be unsafe to try to cast it again. You should instead just have Tifa try to do aerial normal attacks to bring it down and hopefully bring it to the next phase.
In Phase 3, it will stay in a corner while using a powerful attack that removes the container. Tifa should parry slide her way to the boss's flank and take out the wheels before it starts its next attack. If all goes well, you should be able to stagger it before it starts running around the arena.
