You will the be take to the 'Roaming' folder on your computer. Here you'll have a folder titled '.minecraft'. Open that folder, and then you should have a folder named 'mods'. If you don't, create one! Just make sure it is all lower case. Now, to install Biomes O' Plenty in 1.14.4, just drag and drop it into this mods folder.
