The first step of getting 1.16.3 texture packs is actually downloading them. Luckily, we have an in-depth list of 15 texture packs for Minecraft 1.16.3 linked in the description above. You can also layer resource packs by moving more than one pack into the selected column. This is good for packs that are just swords for example.
