This updated Windmill Room route saves a bit of time over the old one (https://www.youtube.com/watch?v=moSO30VXLdM) by dodging all of the Rollers slightly faster (first one aside). There are two possible camera angles; the first one is the "good" angle you'll basically always see in a run (0:00), while I included the second "bad" one just in case (0:54).

Dodging the first Roller remains the same: dodge roll once you touch the top of the second staircase.

Dodging the second Roller isn't too bad. The back dodge roll sets it up nicely with Mach Speed, and the positioning is pretty forgiving. You can actually make it work from the bottom of the immediate staircase all the way up to the top of the final one. I personally find dodge rolling at the bottom of the final stairs works best. You do have to be quick with the back roll, though; if you're a little too slow, you may get hit.

The instant enter for the windmill itself is up-left. You must dodge roll immediately after using the Wind Ring because you will get hit (and die) if you Mach immediately.

To avoid the last two Rollers, stand at the bottom of the stairs at the corner, and run when the first Roller appears on-screen. For more reliable positioning with the "good" angle, I move forward just enough to put the stairs off-screen to the right, but it's not too strict in general. The instant enter for leaving the room is left on the "good angle," right on the "bad."

This should work on GCN, too.
