This strat is super risky, as you can probably tell. If any of the many enemies manage to get their fires on the oil, your run is dead. So you really gotta rely on Rain Flush to kill the enemies when it matters. For the first long oil room, I make sure that I use Rain Flush at certain points so that I can basically spawn kill the Fire Totems. You really don't want them getting a shot off. For the last oil room, I just spam Rain Flush and hope for the best.

There is some luck involved. Fire Tellys have a chance to either drop a fire early or late. This is demonstrated in the third screen of this stage where there's two oil pools that the Fire Telly can drop a flame into. In the last oil room, you want the bottom Fire Telly at the start of the room to not drop a fire early. Rain Flush doesn't kill it in time before it can drop a fire and if it does, then you can just spam slide through the whole room.

I'd like to also mention that long room with all the Bouncy Tiles and Bounders. That room kinda freaking sucks. You just gotta hope the Bouncy Tiles move you quickly and that Homing Sniper kills the Bounders before they shoot.

Then there's the room after the first checkpoint. It's not particularly hard, especially since I just Tengu Blade through it all, but the Wander Bell is placed pretty badly so I'm pretty much forced to damage tank it. It's one of those where you can only deal with either the Rock Dropper or the Wander Bell without slowing down so I just damage tank the Wander Bell.

And finally, there's the boss, the Boobeam Trap. It's not hard or anything, but man do I just fumble a lot when I'm trying to switch weapons quickly. I have the Weapon Wheel and all so some of that is mitigated, but it's still a bit uncomfortable moving my thumb away from the buttons to the right stick. Some day, I'll get good with the Weapon Wheel.

This run beats the previous normal record, a 1:41 from Kunosachiaka themself. For improvements, that Wander Bell I damage tanked. I hit left too late and ended up getting knocked back to the left and off the ledge. Ideally, you want to get knocked back to the right. And secondly, the boss of course can be improved with better weapon switching. Also, I missed the first Spark Shock and also stalled a little for no reason.
