Just to show this works on small characters as well because there was some confusion and you can do it off just a thrust kick in the corner...

You can get 9K plus with other starters of course, saying doing wacky stuff like fireball, wave dash in , small jump, to combo...however those set ups, if the character is small, the shin shoryuken tends to not hit after thrust kick as their hit box is to small when the tech buffer is already this high. Seems like it should though really so perhaps I was just timing it wrong... But sadly it appears to be the case for now...
