Oh, you again.

This Break Man fight must serve as some sort of excuse for Wily being able to run off like that; outside of some sort of plot progression it's completely unnecessary! It's not a very good excuse to be late though -- "Sorry Doc, couldn't be here to stop Wily because some dickhead in a scarf held me up for 20 seconds yet again."

That aside, it's the intro stage to Wily's third ridiculously huge fortress which nobody else on the planet seems to have noticed at any point. Unlike MM2's Wily Fort, the levels here are generally much shorter and the bosses are incredibly simple to deal with, involving none of that sprite flickering bullshit or ludicrous weapon requirements. This turtle thing in particular barely functions as a boss, and seems to have the most inconsistent energy bar, exploding when it's only halfway depleted.
