The trick to solve the puzzle in the Vermilion gym the fastest way is that you search for the two switches and reset untill they are found. They won't reset while you stay in the gym. Lt. Surge himself is very easy despite the type disadvantage. I used a X-Speed and simply OHKO'd all his Pokémon with Earthquake. I left the gym and woke the Snorlax up. I escaped from it and went into the Diglett Tunnel. I picked up a Carbos and entered Pewter City. I saved in the gym before facing Brock.
