I pieced it together and decided that Chanel was the one who stole the painting. When I accused her she confessed to having stolen it. I didn't really hear much about why she did it, I was more pleased that I managed to figure it out. I went to the countess and after I explained my reasoning the countess was in accordance with me and banished Chanel from Chorrol never to set foot in again.
I figured that was an extreme example but she rules the city and thus it is her choice. I then left to the Imperial City with great haste as I wanted to get a night match in. The timing of these battles of mine don't really mean much I just want to see if I managed to get stronger during my stay here in Cyrodiil. My opponent was a Khajiit who specialized in heavy armor and used a sword. The battle went by and I emerged victorious. I collected my pay and was on my way.
I then went to Cheydinhal to see if there was any work for me here. I got there late so I stayed in the inn and stepped out the greet the folks that live in this beautiful city. I noticed that a lot of Orcs live in this city and one of them is in the fighters guild. I spoke to him and apparently there is a another guard that is abusing their position. They issue fines for just about every problem they can find. I have to see if I can put a stop to this madness once more.
I spoke with Lllevana who has been the most vocal regarding this whole "fine" issue. She tells me that a friend of hers was fined up to six times in a month. Apparently the poor guy had lost his wife and home. The count doesn't seem to care and none of the other guards are willing to step up except for one. Garrus was one of those guards and he asked me to find Aldos as he is the one who has suffered the most due to these fines.
Aldos was sleeping away his headache when I approached him. He was still intoxicated and decided to fight the guard for his home. It ended with his death. Both Garrus and Llevana were both sad by his passing and both had different ideas on how to end this once and for all. Llevana seemingly had a violent way to resolve this issue but I opted to do Garrus' instead because this can end with no more bloodshed. All I had to do was find physical evidence that Garrus was taking that money from the fines he issued to see if there was an improper use of them.
Sure enough there was and I left Garrus to handle the rest of that situation. Ulrich was then imprisoned and the people of Cheydinhal could once again walk the streets without fear of being fined over nothing. After that I went back to Chorrol to find more work but there was nothing so I decided to make my way south.
