This is a bug for the PC version of Ys VI: The Ark of Napishtim. It may or may not be doable on the PS2/PSP versions, but it likely isn't possible on the recently released Steam version. Reason being, this method takes advantage of a peculiar quirk involving the "nothing happened" Wing of Alma text when standing out of bounds, and the Steam version added a warping feature, which is available on most screens.

I should also point out that while it's still possible to clip into this spot earlier in the game, the transition point doesn't appear to exist until after the Romuns show up. So, you can skip infiltrating the fleet and all that, but at present, you still have to do the events before that point. About why you can't do it earlier, I think it has something to do with the background on Windseeker Heights changing a couple different times throughout the game (mountain/sanctum with cloudy sky, mountain/sanctum with clear sky, mountain/ark). My guess is that it's actually a separate screen for each background set, but apparently the Kishgal transition point doesn't exist for the first one.

So, about my actions in this video. At Windseeker Heights, I was able to clip into the sides of the stairs. Basically, I think clipping works by jumping into a "corner" of an object at a very precise angle. For this screen, the spot in the video is the easiest, but there are a couple others like it at the very top of the stairs. Anyway, when jumping into this particular spot, you have to kill your jump's momentum such that you land firmly in the center of the pillar (basically, release the jump and directional buttons mid-air), otherwise you'll probably overshoot the obstacle and get "warped" back in bounds, very likely screwing up your alignment in the process. For the pillars at the top of the stairs, you also need to tap down as soon as you hover over them, which is even harder to pull off, so I wouldn't recommend it.

After I clip into the pillar, I head up to the top of the stairs (or very close to it, at least), and then equip the Heavy Belt before turning around slightly and then dash jumping downwards. I don't think the Heavy Belt is strictly necessary, but it helps kills my momentum just enough so that I'm forced "underground" right after the action (I don't really know why, but I think I'm getting caught between two objects with collision detection). Depending on where exactly you do this, your position seems to vary slightly, but if you do it about where I do in the video, you should at least be close enough to the transition point.

To move further out of bounds, it's a bit weird, but you need to get text to show up as soon as you do an attack that carries momentum (a failed Wing use is the only way to do this out of bounds on this screen, I think); Ericcil's extension while dash jumping should cover the most distance. At this point, I'm looking to clip back in-bounds where the stairs are underground, but it seems to be *very* precise (I know I make it look kind of easy, but it's quite hard, IMO). You also need to be careful not to clip in-bounds anywhere else, or you'll have to restart the process.

Once you're inside, the events seem to work properly (I was able to get inside the Ark without any problems). You do need enough STR to damage the enemies inside, but it's really only the first miniboss that could be a problem. If you make it past him, grinding on the moving bomb enemies is a quick way to gain some levels, especially since they don't take much to kill.
