DFFOO [JP][Act 4 Chapter 7 Part 1][Baby Acc] Ah yes, Rufus has a built-in overflow doggo meter w/BT
Pretty rough day with no FR on main account, so I am waiting for tickets to try luck sacking it if I can. If I can't, well there is also the BT token way.
Therefore! This is done on baby account with pleb UW+1, no crystal passives on Rufus, spheres and Keiss only has BT+0. I also have half a Sazh CA. Then again, if a baby account can do it to this level, then most established one will have no trouble replicating this.
So apparently I missed out on a detail on Rufus's BT that he gets to keep the same amount of BRV as the D link (doggo meter )after BT. As a result, overflow BRV shenanigans have begun once again and this time it is not an oversight.
This is also the first RE-Shinryu. One thing worth noting is that, even though the coop is also a RE-Shinryu, the Lufenia orb limit there is 20 instead of 10. I guess it is to give coop people more leeway?
As a reminder, RE-Shinryu does not have FT and their FG seems to gather much faster than before, possibly to compensate for the abundance of FE50 characters and retooling the role of FA.

These birds also uses sandstorm, which is also an AOE BRV+HP attack, on their normal turns.
General Strat:
To deal with the orb, using range characters that BRV gain others are the simplest way. Keiss/Fujin both have mechanics that BRV gain the entire party. On top of that, their attacks also have BRV gain in between dumps, so at the very least they will BRV gain themselves above 100% mBRV by just attacking. That will give you +2 with range attack and at least +1 for the BRV gain condition, giving you a net increase.
Fujin is particularly helpful because hitting wind weakness with her around automatically gives your entire team BRV. If your attacks have party BRV gain, you may just gain the +3 charge without needing range attacks.
In terms of synergy, Rufus EX itself gives him 100% mBRV and additional BRV gain. That can be your emergency button.
Note that the BRV gain cap on Shinryu difficulty still exists. Therefore pure BRV gain characters that only have one gain point would not give you 100% mBRV, unless those are characters like Ursula/Rufus. You can choose someone like Yuna, whose S2 have 2 BRV gain points though to charge your FG while maintaining the orb.
Since enemy turns also have a -2 condition and there is nothing you can do to gain count with off-turn this time around, try stopping them from having turns would be more comfortable.
When they are at 50/80%, they will gain the annoying HP recovery aura. Though this time, you can just use any range attack while gaining the necessary amount of BRV to deal with it. You don't need a particular FA to do the job. I would advice directing the majority of dmg towards the one that is not healing, so as to not waste dmg.
What's the deal with Rufus and that ridiculous meter?
Well long story short, Rufus's doggo meter copies his current BRV when D link is reapplied. You can reapply it through S2/EX. FR doesn't do it, which is unfortunate.
Normally, what you want to do is to keep his BRV high and then establish D link and copy the value. EX is a good tool for this, because it gives Rufus 100% mBRV and additional BRV gain before linking.
Also remember to keep his LD buff alive, because it has a built-in 30% BRV floor to prevent D link from dispelling due to breaks.
When BT is active, the amount of D link can store and Rufus's mBRV cap increases. Most importantly, Rufus's BRV CANNOT go below D link value. So whenever you get to a new height, you can copy it, store it and lock Rufus's BRV floor that way.
I deliberately position Keiss and Fujin in a way such that just before Rufus establish D link again, they would use their FR echo. Typically FR echo has a higher cap and overflow, that's how the limit was pushed higher and higher in this run.
In the end, Rufus got to 670K stored value and BRV floor and the dump was around 976K. The total dmg was 178M.
The strongest attack from Rufus is actually his 100% AOE LD. Too bad it doesn't establish link. For ST, use his S2.
If you really want to keep pushing, I suppose you can Rufus BT phase first and then set it up. BT again when the duration is about to drop.
