To change the language in Steam back to English, follow these steps:

Log into your Steam account.
Click on the “Steam” tab in the top menu bar (located in the upper left corner on Windows or in the menu bar above Steam on macOS).
Go to “Settings” (or “Preferences” on macOS).
Navigate to the “Interface” tab.

In the “Language” section, select “English” from the drop-down menu.
Click “OK” and then choose the option to “Restart Steam”.
Once Steam restarts, you’ll be able to use Steam and Valve games in the language you selected.
