In Steam, you have the option to use either an "Open Microphone" or "Push to Talk" for your voice chat. Push to Talk is often preferred to prevent unwanted background noise from being transmitted. Here is the best method to turn it on or off.

How to Turn on Push to Talk
Open the Friends & Chat Window: In the bottom-right corner of the Steam client, click on the "Friends & Chat" button. This will open your Friends List.

Access Voice Settings: In the Friends List window, click on the gear icon ⚙ ️ in the top right corner to open the settings menu.
Click on the "Voice" tab in the left-hand menu.

Change Voice Transmission Type: Look for the "Voice Transmission Type" setting. By default, it's often set to "Open Microphone". Click the dropdown menu and select "Push-to-talk".

Assign a Hotkey: Once you select "Push-to-talk", a new option will appear that says "Push-to-talk hotkey assigned as:". Click on this to bind a new key. Press the key you want to use for your microphone (e.g., a mouse button or a key on your keyboard like 'V' or a function key).

How to Turn Off Push to Talk (Switch to Open Mic)
If you prefer to have your microphone always active without holding a key, you can switch back to "Open Microphone".

Follow the same steps as above to navigate to Friends & Chat Settings Voice.

In the "Voice Transmission Type" dropdown menu, select "Open Microphone".

You can then use the "Voice Transmission Threshold" slider to adjust how sensitive your microphone is. Setting it to "Medium" or "High" can help filter out background noise, so your mic is only active when you are speaking.
