After another letter by Black Dahlia killer is sent to the Central precinct, Cole, Rusty, Captain Donnelly and members of the techical services come to the terms with the fact that the person who killed Elizabeth Short has also killed Celine Henry, Deidre Moller, Antonia Maldonado, Theressa Taraldsen and Evelyn Summers and that previously convicted men were innocent all along. However, aware of the public backlash that would ensue if they were to be released without the real perpetrator being captured or killed, Donnelly sends Cole and Rusty to hunt him down. As they wonder how to do it, Cole realizes that the Shelley excerpt sent with the newest letter references the fountain on Pershing Square with two detectives racing there, ultimately finding a social security card belonging to Elizabeth Short and another poem excerpt with Cole quickly realizing that the killer is leading them all over Los Angeles as poems left by him reference the city's landmarks with each landmark containing a memento belonging to his victims, namely; Deidre Moller's golden watch hidden on the chandalier in Los Angeles' Hall Of Records, Antonia Maldonado's religious medalion hidden on the rooftop of the city's public library, Theressa Taraldsen's white shoe hidden on an island within the city's tar pits, Celine Henry's ring hidden within the hedge maze of Los Angeles County Museum and finally, ruins of the Intolerance Set where a ring belonging to Evelyn Summers was left along with a final poem referencing the killer's hideout. Cole quickly realizes that the hideout is nearby abandoned church and heads there with Rusty. Upon entering, two are confronted by a killer, a temporary bartender named Garrett Mason whom Cole met during the investigation of Celine Henry's murder. After a brief standoff with two detectives, Mason retreats into the church's catacombs with Cole finding another entrance leading down there and proceeding into a tense chase after the serial killer, ultimately shooting him dead before he can escape the catacombs. As he returns to the surface, Cole and Rusty are encountered by solemn-looking Donnelly who reveals that in spite of their bravery while dealing with Mason, truth of what has unfolded within the church will never be publically revealed as Mason was a half-brother of one of the US' highest-ranking politicians. To that end, it was decided that all falsely accused men captured by Cole and Rusty will be quietly released and that the truth about Black Dahlia killer's identity will be buried with the case officially remaining unsolved and everyone aware of the truth, namely Cole, Rusty and Donnelly himself, being sworn to silence. Donnelly also tells Cole that he will be promoted again as Administrative Vice has requested him to join their ranks...
