Cole and Roy head to a boxing match between Albert Hammond and Kid Galahad since Roy has bet on Galahad's victory on account of the match being fixed in his favor. However, contrary to the expected result, Hammond knocks Galahad out, resulting in an outrage from Roy and others who bet on Galahad and who stand to lose money, with affected people including Mickey Cohen whom Cole meets personally. En route to Hammond's locker room, two detectives also meet Hammond's manager named Carlo Arquero who claims to have had an arrangement with Hammond and upon searching his locker, discover a list of betting odds and a phone number which is revealed to be connected to a flophouse called Hotel El Mar with Roy and Cole deciding to locate Hammond, aware that Cohen will kill him if he finds him before he leaves Los Angeles. Upon heading there, Cole and Roy learn that Hammond is renting a room, having used the name Winston Churchill as his alias. Upon searching the room, Cole finds a list of bookmakers' payouts written down by Hammond and a coupon filled out by a woman named Candy Edwards whom they track down to a motel on Fountain Avenue. Upon getting there, two detectives see Arquero trying to force Hammond's whereabouts from Candy before slapping her unconscious, thus forcing Cole to subdue him in a fist fight. While searching the room, Cole finds an interstate bus ticket to Ohio. After Candy regains consciousness, Cole interrogates her, learning that she was involved with Hammond and tried to stop him from backing out of the deal with Arquero and Jewish mob but that he refused to listen on account of his pride. Afterwards, Cole and Roy leave but decide to follow Candy due to Roy's suspicion regarding her involvement with Hammond. Next day, Cole shadows Candy as she heads towards one of the bookmakers, realizing that she is collecting the money Hammond had won by betting on himself. With that information, Cole and Roy continue to follow Candy's trail as she collects more money from other bookmakers, eventually tracking her down to an interstate bus depot. However, as he tracks her inside, Candy enters the public bathroom with Cole soon hearing the gunshot from within. As he enters the bathroom stalls, he finds Candy severely wounded with the money she collected gone. As the result, Cole and Roy assume that Hammond killed her over the money, finding a revolver with a single round fired and a ticket to Egyptian Theater. Intending to catch Hammond, Cole and Roy head into the theater. Upon reaching it, they are contacted by KGPL which reveals that Candy was actually stabbed to death and the revolver found in the bathroom stall was hers. As the result, Roy realizes that Carlo Arquero tracked down and killed Candy in order to take the money Hammond owed him and the Jewish mob. With this information, Cole and Roy head into the theater's main projection hall where Hammond and Arquero are having a confrontation since the latter is planning to kill the former. After a brief shootout during which Arquero is killed, Cole and Roy confront Hammond with Cole letting him go and warning him to leave Los Angeles, much to Roy's irritation as he hasn't gotten his lost money back.

Meanwhile, Courtney Sheldon visits Harlan Fontaine and confides in him, telling him that he talked his old Marine unit into stealing a large quantity of military-issue morphine off the ship that brought them back to the United States after the end of World War 2 and that the portion of it was handed over to Mickey Cohen and his crew in belief that they will sell the drugs off slowly instead of immediately unleashing them onto Los Angeles' addict population, also revealing that Cohen is trying to pressure him into handing the rest of the morphine over, explaining that he did it out of desire to financially secure former GIs like himself due to the lack of job prospects for the war veterans. In response, Fontaine offers Courtney his own solution; He'd take the rest of the morphine off Courtney and sell it off to legitimate users like hospitals and abortion facilities and use the profits to fund construction of the new housing for the returning GIs like Courtney with Courtney eagerly agreeing to the proposition...
