Soon after his disgraceful suspension from Administrative Vice, Cole is demoted to Arson Squad in LAPD's Willshire Division until his hearing before fitness board which is to take place three months later with already shameful predicament being made worse by the fact that Cole's widely publicized infidelity effectively turned him into social pariah within LAPD. After joining the arson division, Cole is partnered with a senior detective and World War 1 veteran named Herschel Biggs who is initially resentful of Cole due to his personal policy of working alone. Their first joint assignment is an investigation of two domestic fires that completely consumed the home of Steffens family and killed entire Sawyer family. Upon reaching the ruins of Steffens' home, two detectives learn that the family was on vacation on Catalina Island when their home burned down as they had won the contest that awarded the trip, the contest being organized by Suburban Redevelopment Fund, a semi-government organization that worked to provide a housing for the returning World War 2 veterans, the trips for contest winners being handled through Gulliver's Travel Agency. Cole also learns that in order to free up the land for new houses, Suburban Redevelopment bought out old houses built on the their desired locations in order to knock them down with the trip competition serving as an encouragement for holdouts like Steffens family who tried to negotiate for more money before selling their homes or simply refused to leave with Cole also discovering that a water heater whose explosion caused the fire in the first place was recently serviced by a man named Matthew Ryan. Upon reaching the site of Sawyer family's home, Cole learns that the house burned down due to faulty water heater just like Steffens family's home and that they also won Suburban Redevelopment's trip contest but couldn't go since one of their children got sick, suggesting that two fires are connected and may have been caused by an arsonist despite Biggs remaining unconvinced. While investigating the site of the fire, Cole finds a heater's valve regulator and takes it as an evidence. As he does, he is pointed towards a man across the road watching the scene and is warned that he is a known pyromaniac. Cole pursues him and eventually brings him back to Sawyer house where he learns that the man is named Herbert Chapman, ultimately having him arrested upon finding cigarettes and matches on his person despite Chapman claiming that he is innocent and simply wanted to watch the fire as it unfolded. Afterwards, Cole and Biggs head towards Gulliver's Travel Agency in order to investigate it, being provided with a list of other contest winners and told that the winners are pre-determined by Suburban Redevelopment. Afterwards, Cole and Biggs head to Suburban Redevelopment's registered adress, finding out that it is actually a construction site owned by a construction company called Elysian Fields Development, thus revealing the link between two organizations. Afterwards, two detectives head into LAFD's 32nd Fire Station to meet up with their investigation assistant named Lynch. He shows them a fire heater from Sawyer family's house, revealing it to have been serviced by a man named Reginald Varley. Afterwards, he shows them an experiment confirming that the heater's regulator valve indeed caused the house fires and suggests that they head to the water heaters' manufacturer, InstaHeat Corporation. Upon doing so, Cole and Biggs interrogate the shift manager, learning that their regulator had been tampered with, thus confirming that the fires were caused deliberately and provides the detectives with employees' list. Upon cross-referencing it with known arsonists, Cole is given three names; Walter Clemens, Reginald Varley and Matthew Ryan with Varley being a murderer sought by Detroit Police Department and Clemens having been arrested after burning the house down in 1942. Upon searching their lockers, revealing Clemens and Ryan to possess anarchist propaganda and Varley to possess a mosquito coil, a tool commonly used by arsonists, Cole and Biggs head towards their known locations. Upon questioning Clemens, they learn that Ryan is the source of anarchist propaganda and that he burned the house down as an act of revenge towards his cheating wife. With two suspects left, Cole and Biggs catch and arrest Varley and Ryan and interrogate them with Cole ultimately arresting Ryan as circumstancial evidence ultimately reveals him to be most likely arsonist out of the two...
