Cole joins LAPD's Administrative Vice division based in Hollywood and is paired up with Roy Earle, their first joint assignment being to investigate the deaths of two African-American jazz players named Cornell Tyree and Tyrone Lamont who were found dead in their shared apartment, their cause of death being an overdose on the purified morphine issued to the US' armed forces. While investigating the apartment, Cole and Roy learn that two junkies received their morphine doses taped to the bottom of a popcorn cups sold from the nearby street food vendor called Black Caesar. Upon approaching the food vendor and asking the man working there about the popcorn, he tries to make a run for it but is quickly subdued and brought back by Cole who searches the vendor, finding multiple betting slips issued by a man named Jermaine Jones as well as a box full of unused military-issue morphine syrettes. Upon interrogating the seller who introduces himself as Fleetwood Morgan, about his source of the morphine, two detectives learn that he receives his shipments through Jermaine Jones' middle men. Deciding to investigate him next, Cole and Roy head to his registered office adress and upon searching it, discover a large ammount of morphine hidden within a secret compartment built into Jermaine's radio, also learning that the radio was custom-made by a furniture company called Ramez Removals. Upon interrogating Jermaine, Cole learns that the main drug distributor is in fact Jewish mobster and Mickey Cohen's brother-in-law Lenny Finkelstein for whom Jermaine and his friend, Merlon Ottie work with Merlon also being the source of mysterious betting slips found at Black Caesar as he runs illegal gambling operation for Finkelstein's crew. After arresting Jermaine and his cronies, Cole and Roy head to Merlon Ottie's location and find another stash of morphine within the secret compartment built into a slot machine, learning that it was also made by Ramez Removals and confirming them as involved in the trafficking operation. As Cole sees the secret compartment, Merlon tries to escape but is quickly brought back and interrogated with Cole learning that he is responsible for distributing the morphine amongst Cohen's and Finkelstein's African-American street associates as they are trying to expand their illegal operation into drug trafficking using a military-issue morphine. With Jewish mob's black dealers taken care of, Cole and Roy head towards Ramez Removals' warehouse in order to learn the true extent of their involvement with Cohen and Finkelstein, being forced to engage the company's owner, Jose Ramez into a car chase before bringing him back to the warehouse and formally putting him under arrest. Afterwards, they investigate the warehouse itself, learning that Ramez bought suspiciously large ammount of ice from Polar Bear Ice Company, also noticing a trail of water coming from the back of the warehouse. Upon following it, two detectives find a hidden cold storage unit and find out that Ramez is using the ice blocks to store morphine. As they do, a truck from Polar Bear Ice Company shows up with Cole trying to search it, knowing that its contents will likely incriminate Ramez further. However, Ramez breaks free from the police officer guarding him and escapes into the warehouse, quickly being gunned down by Cole and Roy. Now fully aware that Polar Bear Ice Company is involved with Jewish mob's drug racket, two detectives head there and confront Finkelstein and his crew, ultimately killing them all in the shootout and executing Finkelstein himself when he refuses to surrender. Afterwards, they also find the remaining morphine.

Meanwhile, Courtney Sheldon and Jack Kelso set up a meeting with Mickey Cohen in order to try and negotiate their way out of the deal with the mobster regarding Courtney's provision of the morphine to Cohen, Jack trying to intimidate him by posting members of his old unit around nearby rooftops and even having them shoot near Cohen to prove his point. However, despite his efforts, meeting concludes on tense note and without definite solution...
