Welcome for another no exp challenge. When I talked with a good friend of mine I gave him my ranking from easiest to hardest game to 0 xp while guessing from the ones where I didn't play them and HeartGold and SoulSilver were the hardest because of the earlygame where I think the game is pretty hard (but not as bad as Challenge mode Cheren or Kanto Brock), the eighth Gym leader because of wild Pokemon's level curve and the Pokemon league where I don't even know if it would be doable with my usual ruleset when you see what the Champion uses. I also think that the Kanto part will be reasonable except for two opponents (I'll try rematches I guess since I think most of them will be a good challenge).

Here is my usual ruleset :
-No exp : I found a cheat code to disable experience so that is what I'll use this time.
-Species clause : I won't use the same Pokemon twice in my team.
-No items in battle : I won't use the Bag menu in battle except for catching wild Pokemon. Held items are allowed and probably mandatory at some point.
-No legendaries : I'm not sure about this one honestly, I'll see if I need some of them in battle but I hope they won't be necessary.

I had a choice already before starting the challenge : which game do I choose ? Both are interesting but here are their arguments imo.
HeartGold gets a Life Orb before the Pokemon league, Growlithe can be a really good support Pokemon with both Intimidate and Flash fire.
SoulSilver gets Ekans as an earlier Intimidate user that may be necessary, Skarmory may have some uses and I get the feeling that Lugia would be better than Ho-Oh against the champion if I need it.

I also have another choice before this battle : my starter because of the second battle against my rival. I definitely don't want to face Croconaw so I won't pick Cyndaquil. I chose to fight Chikorita/Bayleef because I think that even if Quilava won't hit that hard in this battle and you have pretty good Pokemon against it at this point, he may be too luck-based with his Smokescreen.

The first battle against my rival is really easy. He missed a Tackle but even with a crit it wouldn't make a difference.

Elder Li was way easier than I thought at first ! I brought four Pokemon but tbh I only needed two of them, the other two were here in case of bad luck. I use an Unown against both Bellsprouts. He has a speed tie with them but he can take a hit and his Hidden power Psychic is a damage range to OHKO but he can survive two Vine whips if needed.

Hoothoot is a little more problematic because he's got Hypnosis and he can be quite tanky with his higher level and Growl. My answer is Rocky, the traded Onix from an NPC in Violet city. He can be gotten at level 6 with an invaluable move : Screech lowers the opponent's defense twice. I use three Screeches to lower Hoothoot's defense to a minimum and then Rock smash is a 2HKO (3HKO after one Growl) that is a little more powerful than Tackle and it also can't miss. However, I paralyzed Onix on a wild Mareep with its Static ability to avoid Hypnosis so I'll usually lose some turns to this but my other Pokemon are here to deal with it if necessary.
