It is time for this week's Surprise Trade, and it will be Whismur, a Normal-type Pokémon introduced in Gen 3, and the ones that I bred have the Hidden Ability of Rattled, which turns into Scrappy when it evolves into Loudred, because Scrappy is a better Ability than Soundproof.
Like what I usually do with Surprise Trades, I breed for 31 IVs in at least 4 or 5 stats, and these Whismur have a Modest Nature, while Quiet is a good one as it has low Speed, it would be an ironic Nature for a Loudred or Exploud, although Whismur itself is a quiet Pokémon, but when startled, it cries out at an ear-splitting volume, while its evolved forms have a loud voice that can be heard 6 miles away. Whismur does learn some good Egg Moves, the ones I went with were Circle Throw, Extrasensory, Whirlwind, and Endeavor, for other Egg Moves, it can learn Disarming Voice, Hammer Arm, Smokescreen, and Take Down, I will list which parents in the Monster and Field Egg Groups that can learn those moves.

As some of the moves aren't the most common Egg Moves, there are a lot of Pokémon that get Take Down, so I decided not to go with that move for Whismur.
In the Gen 3 games, Whismur was a tough Pokémon to use because of its evolution levels, because at Level 20 is when it evolves into Loudred, and it wasn't until Level 40 that it would fully evolve into Exploud. For its level up moves, it can learn Howl, Echoed Voice, Rest, Sleep Talk, Stomp, Roar, Uproar, Screech, and Hyper Voice for its possible moves, when Whismur evolves into Loudred, it will learn Bite upon evolution, while Exploud learns Crunch. As an Exploud, it would learn the Elemental Fangs, Boomburst, and Hyper Beam for level up moves.
As it is a Normal-type, the Whismur line learn a wide selection of TMs and TRs, and do note that I am going over Exploud's moves, as there are some it cannot learn as a Whismur or Loudred. It can get the Elemental Punches, Mega Punch, Mega Kick, Solar Beam, Rock Slide, Icy Wind, Whirlpool, Brick Break, Fake Tears, Rock Tomb, Avalanche, Retaliate, Bulldoze, and Stomping Tantrum, and for TRs, it can learn Body Slam, Flamethrower, Hydro Pump, Surf, Ice Beam, Blizzard, Low Kick, Earthquake, Fire Blast, Outrage, Shadow Ball, Taunt, Overheat, Focus Blast, Zen Headbutt, and Work Up, and it can learn Terrain Pulse for its Tutor move.
As a Normal-type with great versatility, Exploud's stats aren't that good for the competitive scene, while it is one of few Normal-type Pokémon to learn Boomburst, which is a very powerful move with no drawbacks, and it has Scrappy, so the only things that have to be wary of Exploud were Rock and Steel-type Pokémon, but for those, Exploud can use Fire Blast to deal with Steel-type Pokémon, and Surf or Focus Blast for Rock-type Pokémon. What held Exploud back was its below average Speed, Defense, and Special Defense, while it did have a good HP stat, Exploud was outclassed by better Normal-types. I have checked Smogon, and Exploud is in PUBL, so BL stands for Bordeline, and PUBL is the banlist for PU.
Normal is a very hard type to fit in on a team, as that type is not super effective against anything, and the most viable Exploud set would be Choice Specs with Boomburst, Fire Blast and either Surf or Focus Blast, and either Ice Beam or Shadow Ball, that is the best it can do. It was outclassed by Porygon2, Porygon-Z, Snorlax, Chansey, Blissey, and a few other Normal-types, the same also holds true for Double Battles, where Porygon2 and Snorlax are some of the most used Normal-types, and it is even outclassed by Indeedee in Double Battles as well.
Despite being outclassed by better Pokémon, Exploud is at least a decent enough Pokémon, and being a Normal-type that learns Boomburst is the one thing it has going for it, so at least that is something, even if there are better options.
