This is Star Trek: The Next Generation - Klingon Honor Guard with OpenAL Soft's HRTF through DSOAL [IRC_1037 tables]. It's a rather obscure FPS running on UE1 that was released only a few months after Unreal. In some ways, it could be thought of as the predecessor to the Elite Forces. On the other hand, it might be obscure for a reason judging by this EXCITING GAMEPLAY.
KHG was one of those problematic games in the early days of DSOAL. Every other build seemed to break compatibility until kcat realized it was because it was failing the EAX1 enumeration check, so he added in EAX1 support. The positional audio seems to be more or less on par with how Unreal sounds with DSOAL, which is to say it sounds a bit worse than the ALAudio driver. The sound mixing is really bad, too. I was starting to get a headache from that awful spacesuit breathing sound!
