IMO this still looks good without the brightness increase, even though it is considerably dimmer, and deep colors are more saturated than they should be. A bump in brightness remedies this nicely here.
My first 1cc for Prehistoric Isle 2! Didn't anticipate it, and I originally started recording this video just to show how the game looks with the heavier composite-blend scanlines, as I think it gives a very nice image when the game uses pre-rendered CG-style graphics. Similar games on other systems like Donkey Kong Country, Killer Instinct, Mario RPG, and even claymation games like Clay Fighter, all look very good with a filter like this. This also tends to look great in games that have short pre-rendered animation loops as stage backgrounds, like Iridion II/3D on GBA. Quicker-moving vertical games, or games with long vertical sections, should be avoided, especially when recording videos for youtube. The bright-area balance will never be as good as it is with the Bright scanlines, so there is a downside of scanlines appearing too heavily in brighter/white areas of the image.

When using the composite blend filters on Neo Geo, I think it's best to stick with the horizontal-only(H) option, as it better preserves the higher detail look that Neo Geo is known for. There is an appreciable difference in sharpness compared to the horizontal+vertical(HV) option, though as a result it is slighltly less effective in areas with dithering. In most games/systems I think this is a fair trade-off, unless you really want to mask some nasty artifacting, like in Sega CD's FMV games. Even then, the amount of blur you need to remove all dithering and noisy fmv stuff, is likely more than most people will want to apply while playing. For this reason I tend to stay in the '25' range for the filter, while in some extreme cases also using the '50' variants. There aren't too many options here, and experimentation definitely can pay off, depending on the game.
The Neo Geo core was mostly made by Furrtek, who decapped the chips of the console to gain a new understanding of how the system works, resulting in the excellent MiSTer core you see today.
