All you have to do is take the telepad to the dead-end elsewhere 25, and re-enter this level a little ways through for a good little time boost. The difficult part, though is getting a Skycutter helmet into this level, as you need to have survived a lot of stuff from The Hills Have Eyes (or even Diamond Edge) until this point. You're also going to need enough diamonds for a single round of invulnerability.
To do the level, immediately upon spawning, use your invulnerability, as there will be a huge clusterf*ck of enemies coming at you during the next seven seconds. After that, simply do a continuous sine-wave flipping motion as Skycutter, in order to carry out roughly horizontal flight. Do this for basically seven seconds, and touch the flag at the first possible moment for the best time of 2:53.
