Well, ideally, this stage would be done earlier on because the weapon you get from it is needed for a number of other items, but the stage and especially the boss are hard enough that I prefer to put them off a bit, being the sixth stage in this case. Volt Catfish's stage is some sort of power plant (aren't most electric bosses'?), so there are many electric-based hazards around, such as wall-following sparks and scanning beams that can shoot streams of laser orbs. The music here isn't bad either. The boss himself is frighteningly random, especially during the second part of the fight. During the first part, he can jump or shoot out one of two different kinds of electric orbs, one of which he also sucks in. Once he is down to about 1/3 health, he does only one thing, but it's a doozy, standing in the middle of the room throwing sparks everywhere ending in a charge. (Apparently, he always charges after 7 of the "whirr" sound effects, and you can shoot his electric shields, but that doesn't do much.) He gives the Triad Thunder, which shoots out electricity in a triangular pattern or, if charged, creates an earthquake and two large sparks along the floor. This is probably the second-best weapon in the game after Spinning Blade.
