So how does the North American version compare, well the most interesting change is the soundtrack. Sega of America had their own music bands during the 90s and replaced the race music with tracks from one of their bands. In this case a group known as Bygone Dogs did the music and it's fair to say the music is very different to the original Soundtrack. It's easy to see why the European version also used the Japanese soundtrack.
This version has also been slightly censored with the Colonel having the wine glass removed from his artwork. In the Japanese version he was always seen drinking, so comes across as a possible drunk. Asides from that not that much else has changed, but it is a shame the developers didn't take the extra time between the North America version to improve the game. As the frame rate still remains very up and down and the graphics are pretty basic.
Even for an early Saturn game it just looks rushed and unfinished, interestingly the official soundtrack contains a number of unused music tracks which suggest the game was somewhat cut back at one point. The main menus look placeholder as well and not what you expect for a first party SEGA release. The in-game models look very different to the ones seen in the sled select, Time Trial menu and the story goes nowhere and based on the soundtrack songs names it suggests there was supposed to be more of a plot. There's a great concept here, but the game just needs more content and polish. It's a classic example of a game that needs a modern remake to improve it.
