As they discuss Jack Kelso's intention of dismantling Suburban Redevelopment Fund, Cole and Biggs witness a large explosion in downtown. Upon coming to the explosion site revealed to be an electroplating firm called Nicholson Electroplating, detectives discover a piece of aircraft engine, a laundry tag and a briefcase belonging to a Japanese woman named Tomoko Okamoto with the contents of the briefcase revealing Okamoto to have been an spy. Upon questioning the firm's owner, Cole learns that the explosion occurred while a researcher named Harold McLellan was experimenting with a new method of automated aluminum polishing which would revolutionize electroplating and give Nicholson a competitive edge over other such firms. He also learns that Okamoto was most likely an industrial spy sent by one of the firm's competitors. Afterwards, Cole and Biggs head to Okamoto's last known adress, discovering a corpse of an unknown man stuffed in the freezer, a tie pin belonging to an unknown retired LAPD detective and a hidden microfilm. After searching the apartment, two detectives decide to trace the laundry tag found at the site of the explosion, hoping that it belongs to elusive McLellan. However, they quickly hit a dead end as the tag was assigned to a man named Oscar Hangstrom who apparently doesn't exist. Upon contacting Techincal Services, Cole learns that an aircraft part found at the explosion site most likely belongs to H-4 Hercules, aka "Spruce Goose", a prototype cargo plane currently under construction by Hughes Aircraft Company in its Los Angeles hangar. With that information, two detectives head to the hangar and are nearly turned away by the military police guarding the hangar complex before Howard Hughes' chief of security and retired LAPD detective noted for his corruption named Vernon Mapes intervenes on their behalf, leading them into hangar and allowing them to investigate it. Upon questioning him, Cole discovers that McLellan intended to sell his aluminium polishing method to Hughes Aircraft behind his boss' back. Afterwards, two detectives return to Willshire station in order to see the photos retrieved from Okamoto's spy camera, learning that she was actually working for another aircraft company called Lockheed, having procured a photo of McLellan's method patent. They also learn that the man whose corpse was found in Okamoto's apartment was another employee of Lockheed involved in the acquisition of McLellan's method and was most likely killed by Mapes as he tried to secure it for Hughes Aircraft Company, eventually finding the photo of a house revealed to have been owned by McLellan. Before they head out, Ray Pinker demonstrates how the explosion in Nicholson Electroplating occurred, revealing that McLellan's proposed polishing method was dangerous due to unstable properties of the chemicals needed for the process. Upon reaching the house, Cole and Biggs find it covered in gasoline and learn that Oscar Hangstrom was McLellan's alias and that he planned to leave the US after selling his patent to Hughes Aircraft but ultimately died in the explosion of Nicholson Electroplating with Mapes having primed the house for destruction in order to destroy any evidence implicating him or Hughes in the matter. As Cole realizes this, Mapes appears and sets the house on fire, forcing two detectives to escape it by jumping through the window, ultimately engaging Mapes in a car chase that leads back to Hughes' hangar and turns into a violent shootout between two detectives and military police covering Mapes with Mapes ultimately being killed.

Next day, Elsa Litchmann visits Harlan Fontaine's clinic and upon noticing his startled demeanor when mentioning Jack Kelso, confronts him with the involvement he had in the death of her friend, realizing his connection with both Leland Monroe and Suburban Redevelopment Fund. Realizing that he has been outed, Fontaine knocks Elsa unconscious and prepares to kill her only for Ira to burst into his study and proceed to kill him by strangling him. Afterwards, he takes unconscious Elsa and leaves...
