LA Noire Walkthrough Part 26: A Different Kind Of War (FINAL MISSION & ENDING)
A day after a shootout at Leland Monroe's mansion, Jack acts upon Monroe's information and starts searching for an unknown arsonist within various extermination agencies in Los Angeles, ultimately discovering that the man matching the arsonist's physical description lives in an old bunkhouse on the city outskirts.
Previous evening, Cole and Biggs were called to Harlan Fontaine's clinic by Rusty Galloway and explained the situation; One of Fontaine's patients killed the doctor and kidnapped Elsa Lichtmann. Upon entering the clinic, Cole finds a folder with papers revealing that Fontaine had used his mysterious patient to burn down the houses on behalf of Suburban Redevelopment Fund but that he eventually went rogue and turned against them, resulting in Rancho Escondido fire. While investigating the office, Cole finds a drawing of a freeway meant to be built within Los Angeles, discovering that all of the properties built by Leland Monroe's company were to be situated near the said highway, increasing the land's value. Due to this, he realizes that the bogus properties were meant to entice US' federal government to pay the Suburban Redevelopment Fund's investors more money due to their "investition" with the housing once they'd buy the land in order to build the highway which would end up leaving the fund's investors with millions in essentially embezzled money with minimum expenditure on their part. With Fontaine dead and Monroe having nearly been killed by Jack Kelso, Cole and Biggs realize that their only remaining option is to hunt down the arsonist and rescue Elsa.
Next day, having tracked the arsonist down, Jack heads to his bunkhouse and investigates it, quickly realizing that the arsonist was his old war buddy from Pacific Theater named Ira. He also finds a blueprint for the LA sewer tunnels and realizing that Ira intends to hide out there, contacts Cole, urging him to meet him near the sewer entrance.
That evening, Cole and Biggs hear a KGPL announcement revealing that Jack reported Ira's and Elsa's location to LAPD. Knowing that the police will start sweeping the area in order to find him due to his actions in Leland Monroe's mansion and due to police chief being part of the Suburban Redevelopment Fund, Cole and Biggs head towards the sewers, hoping to intercept Jack. However, they end up assisting him as LAPD relentlessly pursues him in an attempt to kill him. After they reach the sewers, Jack and Cole decide to go inside to track down and confront Ira while Biggs heads off to cover another sewer exit Ira may try to use with the group also meeting up with the assistant DA Petersen who stays in front of the sewer entrance in order to stall LAPD led by the chief personally as they surround the sewers. Jack proceeds to navigate the sewers, being forced to fight through Leland Monroe's thugs who entered the tunnels in an attempt to hunt Ira and Elsa down, eventually finding both of them within one of the sewer tunnels. During an ensuing confrontation between Jack and Ira, Cole turns up with Ira reminding him of his most shameful action committed in Pacific Theater; During Okinawa campaign, Cole ordered Ira, who was on flamethrower duty, to burn a cave which turned out to be an improvised shelter full of wounded Japanese civillians, including children. Horrified by his deed, Ira went insane and tried to kill Cole, being stopped only by his flamethrower running out of fuel. Out of options, Cole ordered present Marines to execute burned civillians with enraged Courtney Sheldon, who was also present, shooting Cole in the back, wounding him. Afterwards, Jack swears everyone who witnessed the ordeal to silence as they evacuate the cave with wounded Cole. Despite Cole wanting to arrest Ira, Jack convinces him to get Elsa out of the sewers while he stays behind to execute Ira. As they leave, a large wave of water passes through the tunnel with Cole managing to get Elsa and Jack out of the sewers moments before he himself is swept up by the wave's current and killed.
Several days later, during Cole's funeral, Roy Earle holds the eulogy for him, formally exonorating him for the adultery with Elsa Litchmann and placing the blame for the entire Suburban Redevelopment's plot on Leland Monroe and Harlan Fontaine with grief-stricken Elsa calling out Roy's hypocrisy before leaving the church, also questioning wheter Jack was ever Cole's friend. As he goes after Elsa to comfort her, Biggs notes that Jack was never Cole's friend with Jack agreeing, but stating that he was never Cole's enemy either.
