Pokémon Let's Go, Pikachu! Playthrough 14: The Lightning Lieutenant
Now that Pikachu can use the Secret Technique of Chop Down, it is time to enter the Vermilion City Gym and take on Lieutenant Surge and his Electric-type Pokémon. If you have any Ground-type Pokémon, or taught Dig to your team members, this should give you an advantage.

For some reason, Lt. Surge is known as "The Lightning Lieutenant" in this game instead of "The Lightning American" in previous games. I guess they don't want to reference the real world, which might be why they changed Lt. Surge's title.
Vermilion City's Gym uses Electric-type Pokémon, so Ground-types like Geodude, Sandslash and Nidoking are great choices in taking on this Gym, specially if you taught them Dig. If you caught a Dugtrio in the Diglett's Cave and trained it up to about Level 20, it should make quick work of this Gym. There are no team requirements when entering this Gym compared to the previous two Gyms. I like how they made the puzzle in Vermilion Gym much easier than in the original games, where they had red and blue trash cans and the Gym Trainers give you hints on where the switch is, unlike in the original games where you had to look at every trash can to find the switch, and that the second switch is right next to the first one.
Lt. Surge is a very tough Gym Leader, all of his Pokémon have Thunderbolt, so that can hurt if you are not prepared. Voltorb and Magnemite shouldn't be much problem, but Raichu is a big threat, because it can use Double Kick if you are using a Geodude against it. If you have taught Dig to your partner Pikachu or Eevee, this will give you a good advantage against Raichu.
After beating Lt. Surge, you will earn the Thunder Badge and the TM for Thunderbolt, as well as his Autograph. Since you will very likely have Thunderbolt on Pikachu, you can teach it to Nidoqueen, Nidoking or Clefable if you are using any of those Pokémon, even Gyarados can learn Thunderbolt.
After exiting Vermilion City, Misty shows us the entrance to Diglett's Cave, which leads to Route 2, where one of Professor Oak's Assistants will teach us the Secret Technique of Light Up. You can get a Leaf Stone, which will allow you to get a Victreebel or Vileplume at this point in the game, but it is best to wait till you learn Razor Leaf or Mega Drain respectively before evolving. There is also an Old Amber which you can pick up in the Pewter City Museum when you have Chop Down, which can be restored once you get to Cinnabar Island.
With Chop Down, there is a man who will give me the TM for Will-O-Wisp, which can be taught to Growlithe or Charmeleon, it can be a useful move against a foe with good Attack.
